Dr. Angela Carter is the Canada Research Chair in Equitable Energy Governance and Public Policy and Professor at the Department of Political Science at Memorial University of Newfoundland and Labrador. Prior to this, she was an Associate Professor at the Balsillie School of International Affairs and Department of Political Science at the University of Waterloo and an Energy Transitions Specialist then Senior Associate at the International Institute for Sustainable Development (IISD) (2022-2025). 

 

Angela has established an interdisciplinary comparative research program focused on environmental policies and politics surrounding Canadian fossil fuel development and on new international approaches to climate policy.

She frequently engages with governments, community leaders, and journalists on her research. Angela was awarded Canada's Clean50 Award for demonstrated measurable leadership in fighting climate change and helping Canada transition to a low-carbon economy, and Canada's Clean16 Award for the top contribution in the Education & Thought Leadership category in 2026.

Angela completed a PhD and Master of Arts at Cornell University’s Department of Government (political science), where she was a Fulbright Scholar. Prior to this, she completed a Master of Arts at Carleton University’s Institute of Political Economy, and a BA (Honours) in Communication with a Concentration in French at the University of Ottawa.

Angela is a settler from Newfoundland / Ktaqmkuk, the ancestral homeland of the Beothuk and Mi'kmaq.
